The Kill Devil Hills Planning Department’s mission is to maintain orderly growth and redevelopment of the Town through efficient administration of sound growth management principles and planning practice. The Planning Department is responsible for administering and maintaining the Land Use Plan, Chapter 153- Zoning, Storm Hazard Mitigation Plan, Stormwater Management Plan, Flood Damage Prevention Ordinance, National Flood Insurance Program Community Rating System, Shoreline Access Plan, Recreational Facilities Plan, Street Improvement Master Plan, Peddler and Itinerant Vendors Ordinance, Nuisance Ordinance, and development and maintenance of the Geographical Information System. Additionally, the Planning Department administers, reviews and advises on local, state and federal grant packages (including shoreline access improvements and recreational projects). The Planning Department enforces the North Carolina Building Code, American with Disabilities Act (ADA), and Coastal Area Management Act (CAMA). The department reviews all commercial and residential development on the Town including new construction, additions and redevelopment. Finally, the Planning Department makes recommendations and advises the Town Manager, Planning Board and Board of Commissioners on land use and zoning issues. Kill Devil Hills North Carolina is the largest Outer Banks residential community as well as a Northern Outer Banks vacation hot spot. All Kill Devil Hills government business is managed at the Diane Baum St. Clair Municipal Center.
